A Form I-90 must be filed for a Lawful Permanent Resident who reached his/her 14th birthday. Your son does not need to pay for filing fee if the filing is within 30 days from his birthday, and his current green card will expire after his 16th birthday. In this case, he would only have to include the biometric service fee with the I-90 filing between December 1st and 30th.
